Reloads and handloads are the same. You can sell it but you need an FFL.

Reloads are just ammo that has been loaded in previously used cases. Handloads are ammo loaded by hand.
Many times the two are the same thing but not always. Many handloads are made every day using new brass and, many reloads are done by automated machines.

Ok but can you sell ammo that are reloads you bought from a manufacturer at a gun show though? Since they were loaded by a manufacturer?

Yes, it's perfectly legal to resell any ammo produced by a licensed ammuntion manufacturer.
