They can try to not allow guns at home. Do you live in CA? Guns aren't allowed in schools. Guns aren't allowed walking on the street(for the most part, where they are it's heavily regulated) and due to the Handgun roster and assault weapon laws, there's plenty of guns that aren't allowed in your own private home...So really...what more can they do?

How about limit you to buying 50 rounds of ammo a month? Shall we go on?

edit: That came off kinda harsh, what I'm trying to say here is Alabama is pretty free, if you think about how California is, and realize that legislators might look to CA as the pioneer, and pick up legislation like ours, then you can see, there's a lot more that they can do to keep guns out of people's hands.

Any other news about the shooter? I'd be very surprised if this doesn't fit the MO of previous school shooters. History of mental illness, perceived persecution at work, lonely, isolated, other warning signs.
