I remember when I was a kid having to ride down to the Norwalk SO to get a registration sticker for my bike every year or two.

If anything I would take down their license plate and take pics of them taking YOUR brass. Then call the cops. its theft any way you look at it.
Whats the difference if I threw a ball at a park and someone grabbed it and walked away with it or shooting at the range throwing brass. ESPECIALLY if I told someone hey its my brass and I want it back.
Now I have been known to pick up brass at the range BUT I always ask the shooters next to me if its ok to pick up their brass. if they are ok with it I take it if they say no I take my brass.
Either way if someone asked you NOT to pick up their brass dont do it.
That reminds me of a guy at burro range who woudl literally crawl on his stomach to pick up the brass you shot. he asked me if he can keep my brass and I told him no that I want it. He did not pick up my brass. maybe a ocasional empty case but no big deal

The worst ones are at the oroville range. They dont speak any english, a guy drives em up in a nice brand new pickup. releases the women upon the range. I tell them multiple times that this area is off limits but they cant understand what i'm saying. As if all that isnt enough THEY FREAKING WALK IN FRONT OF US WHEN WERE SHOOTING!?! And it really pisses me off when i shot a box of .40s and can only find 10 of them because the chick picked them up. Why dont they pick up the thousands of rounds of .22 casings that are everywhere?

An "accidental discharge" might resolve the issue. "Oops! sorry, didn't know I had one in the chamber." After all you're at a gun range, it's not like you're gonna be charged with "discharging within city limits".

Of course i'm joking.

In all seriousness, there's not much you can do. That's what sucks about living in a "civilized" society. People commit a violation against you (take your stuff) and you can't punch them in the face or even threaten to do so without the risk of prosecution. And without cops around some people feel no detterent.

Only three options as I see it-
1- Try to convince them to leave your casings alone.
2- Let em have em.
3- Find somewhere else to shoot.

Some people really have some nerve. "Nerves of a thief". Next thing you know they'll walk right up and take your live ammo. "Oh , I'm sorry, I thought you were through and didn't want it." Say what you want about the middle east, but they know how to deal with theives. People start losing their hands and you'll see a lot less pilferage. Sometimes barbarism has it's virtues.
