DO NOT look at your weapon platform when you are reloading... keep your eyes to the threat....

If you cannot reload fast enough, pull your side-arms.... or get to cover....

yeah, at 0:09 he really should of taken out his sidearm (if he had one) or move to cover before trying to reload, he was up on top of the hill trying to reload, which would of made him the perfect target for the threat.

Edit: He wasnt tac reloading, he was speed reloading.

But his rifle is UP.... not down.... it is like you looking at your speedometer to get car's travelling speed...... instead of trying to read a magazine that you put on your lap...
