    it looks like 80% built lowers. nope. they are not illegal. as long as you finish the other 20%, it is perfectly legal to own and shoot.

    as for the serial number is concerned, it is not needed as long as it is your own. when you sell the lower, a serial number is required.

    i'm sure someone else can fill in the rest.

      Those are 80% lowers, made by http://www.tacticalmachining.com. They were selling them for $80 each recently. Don't know if they still have any.

          Out of curiosity, what machining operations, if any, are required to get them usable as a lower receiver?

                  Read the determination letter I linked to above. The maker of those receiver has a non-gun determination on that 80% receiver with those specific holes drilled, and with the mag well cut.

                  Currently, ATF wants the FCG pocket untouched, and the hammer/trigger pins not drilled to be considered a non-gun.
