Apparently the BATFE has been outsourcing the printing, rather than using the GPO, and then having the forms drop shipped from the contract printer. But, like so many other government contracts, no one is overseeing the contractor.

You may be correct. The packing slip lists the applications as originating at the:

ATF Distribution Center
1519 Cabin Branch Dr
Hyattsville MD 20785

The envelope's return address, OTOH, is:

SOC Enterprises
1519 Cabin Branch Dr
Hyattsville MD 20785
