If you kill a man there with an unregistered firearm but the guy was shot in your house and looking to steal from you or kill you (usually the same thing), most provincial cops won't even want to do the paperwork... I have more guns when I was still in the Philippines (all pistols though) than I do here.
During the martial law era, it is almost impossible to buy and legally register a firearm let alone AW. Unless you have a legit business that requires firearms for protection, (like rice traders or wholesalers) you're not getting one. The only way around this is to know someone from the military who can help you get MO/MR for your pistol. Even though the country was still under martial law, there were still thousands of loose firearms. Most, especially those that live outside the city just buried these weapons instead of surrendering it to the govt. The country is a heaven for WW2 gun collectors. You can find Garands, Carbines, BAR, Thompsons still with original parts. A lot of these weapons can be seen in Mindanao. The military still issues M1s and M2s to civilian home defense volunteers.
When Marcos was booted out, the gun laws has been somewhat relaxed. A lot of shooting clubs and range started coming out. As long as you're a club member you can legally buy a gun and have it registered. A lot of people are going in this direction since gun clubs usually can get all the paperworks done faster. But due to the cost of annual membership dues a lot of members, after a couple of years, drops out, and desides not to renew their gun registration. Those weapons now becomes loose firearms.
AT certain times, the police/govt grants amnesty to holders of those loose firearms and encourages gun holders to register their weapons.
Here is a procedure i copied from a Philippine military forum I always visit.

1) If it has not yet been licensed before, you will have to wait for an Amnesty period. IIRC, there is no other way. Good news, i think, is that another amnesty period is coming allegedly by next month. Not sure ha.
Based on the last time an amnesty was in effect, a shotgun and pistol will cost you 2000 pesos+++ EACH for registration. The +++ is for add'l fees for licenses, etc. HP weapons cost 3000 pesos each to register.
2) To be able to carry it intercity, assuming it has been licensed/registered, you will need a PTCFOR ( permit-to-carry-outside of-residence ). You have to apply directly to the Chief, PNP and you will have to cite your reasons for wanting so. Nominally, it would cost you 4000 pesos+++. However, you need a documented threat to your life or evidence of a very risky job to be able to get one. A better chance of succeeding is to go thru a gunstore and pay them to get a PTCFOR for you. Almost all gunstores handle this. Usual fee is between 9000 to 14000 pesos for one year. You will have to window-shop on this Mr.MB.
3) Automatic weapons, i.e. High power: In an amnesty, same procedure as for the shotgun and pistol. You pay 3000 pesos+++ for registration. Final approval by PNP_FED is required before you get your permanent license though. May take months. In the meantime, pending approval, a temporary license will be issued to you.
4) Penalties: If licenses have expired, you will be made to pay a penalty fee, the amount depending on how long it has not been renewed, i.e. 10% more if delayed one month, up to 100% percent if 6 months or longer.

Also, to add more info, The mid class society does own and use real deal pistols/rifles and does use them regularly at the range. However, a lot of the average income earners also are in possession of pistols most notably the saturday night specials. Theres a place in the middle part of the country that is well known for manufacturing clones that even the Japanese mafia has been allegedly reported to import it to Japan. Thanks for the updated info gemini. I was also notified that you have to go through the license procedure for every firearm that you own/intend to own. My uncle said that its fairly easy to get a license for pistols, but not so much for long guns/automatic weapons as a recreational shooter.Comment

I married into family on Cebu. I most likely will be buying my in-laws a house on Cebu for thier retirement. We have about 100 family members just in one village and a few are LEO.
I'm going to make Cebu our vacation home and plan on getting several nice weapons. It also helps that a close friend of mine grew up with one of the PI House members who is also Gloria's son. Whenever Gloria and Jose come to San Francisco they stop at my friends house in SSF.sigpic

A buddy of mine just got back from a visit there. He said that he liked it even though no one in retail outside of major cities spoke English. I told him he was just being led on or ripped off, haha. He did say though, that the amount of toys he got to play with were just awesome.

Which one? the one where he would pull out his 1911 from its holster then jerk his hand forward to cock the pistol? I heard this is possible if the pistol is so worn out that the springs are already so light.admit it, most of the people who've posted or viewed this thread tried to cock their pistols Fernando style, don't lie...
Funny this thread came out now. For those who're thinking of retiring and getting guns in the Philippines, you may want to think again on the part of getting a gun. Just like here in Kommiefornia, theres a growing anti gun nuts that is making headways in making it very hard to acquire guns.
Check out this ridiculously written bill thats already been approved by the Philippine congress;
At the Congressional Hearing yesterday before the Committee on Public Order and Safety, we were invited along with all other stakeholders in the firearms industry and business to comment on House Bill No. 6658 introduced by Reps. Pedro P. Romualdo (lone district Camiguin) and Antonio V. Cuenco (Cebu). On our part, we prepared a lengthy position paper commenting on the flawed provisions of HB No. 6658 and were prepared for an oral discussion and questioning. Much to our dismay, none of the invited public or resource persons were allowed to speak or participate, as is the usual procedure in committee hearings before the House. Instead Congressman Chairman Rodolfo W. Antonino (Nueva Ecija) simply allowed a few short (irrelevant) comments from some committee members (who knew nothing about the bill) totalling about 20 minutes, then they moved to, and voted for, approval of the bill over our protestations.
Later that evening, I texted another congressman from that committee as to why it happened that way, he said, "That's a Malacanang-backed bill. The Office of the President made direct contact with the congressmen (not him) to approve that bill". Grrr..!
So now Malacanang, thru its dwarf President who is guilty of ordering and/or approving the extrajudicial killings and abductions of hundreds activists and journalists, is now hypocritically enacting measures that would effectively disarm the general population and deprive us of our right to defend ourselves.
Consider the following provisions of HB 6658:
1. Airsoft guns and all gas, spring operated pistols and rifles are now classified as TRUE FIREARMS, requiring licensing and Permit to carry just like regular firearms!
2. If you are in a group and one of you is caught with a firearm or part thereof (with or without your knowledge) ALL OF YOU will be presumed to be in illegal possession of firearms, and shall be accordingly all charged.
3. Penalties have been hugely INCREASED to Life Imprisonment for illegal possession and/or manufacture of firearms or light weapons, or 6-18 years for ammunition. "Ammunition" is defined, among others, to include BLANK AMMUNITION, and NOXIOUS LIQUID AND GAS??!!
4. "Light weapons" are now defined and prohibited, which includes any weapon capable of holding a DRUM magazine, which would include practically all semi-auto rifles, including rimfire 22's.
5. The crime of illegal possession of firearms shall now be considered as a SEPARATE AND DISTINCT penalty if any other crime is commmitted in the same act. So you could be charged TWICE for the same act and be slapped with TWO PENALTIES.
This bill is now being fast-tracked thru the congress for approval by GMA before Congress ends and her term expires next year. Of course, we in PROGUN and UAA are doing our best to make sure that we block this Bill in the House and the Senate. We, however, cannot do it alone without the support of YOU the thousands of legitimate and responsible gun owners and airsofters who value our freedom and civil rights. We are thus appealing for your help in this noble endeavor of preserving our shooting sports.
