    If he ONLY has an 03 C&R FFL, you do the same as always. Meet at a LGS and do the transfer.

    If he has an 03 C&R FFL AND a California Certificate of Eligibility (COE) then you may sell it to him without going through a LGS for transfer. As the seller you should get a copy of their FFL and COE. No need to do anything else.
    Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

      You are supposed to give him a copy of your license or ID for his bound book.

          I just bought a new bound book and was rudely reminded of this fact by the entry ledger in the bound book. I have names, emails and phone numbers but not copies of licenses or IDs.

          Probably not an issue for the PPTs I've done through FFLs as they would have that info in their records should the need arise, but for a F2F, should be getting that.

            Just any bound book would do? I am in the process of getting my FFL 03+COE and wanted to know.

              ya'll asking all that info from the seller, no one is gonna sell to you in the free state. ATF's sample so called sample bound book only require name and address nothing more.

              See what CA doing to ya'll? brainwashing, overlyprotective, just to buy a gun.

                  where is the "copy of ID" coming from? For another 03 license holder then you can get that, but a non-licensee you don't need their driver license. Just write down their info as required "name and address" or "name and FFL license number". Since we're all talking about books, you know that paper books are no longer required. Since 2016 ATF permits your records to be 100% electronic. An excel sheet is good enough assuming you collect the right info.

                    I did not know this but it's good to assume that since most everything is virtual now a days.

                          For C&R Long Guns only, if both seller and buyer are California residents and the buyer has FFL03+COE, then face to face transaction is allowed.

                          Buyer: take possession, records in bound book, file the DOJ BOF form "In-State Acquisition of Curio and Relic" pay the fee.

                          Seller: gets copy of buyer's FFL03+COE

                            For in state or out of state acquisitions, it does not matter if the seller is a CA resident or not. There is no requirement that both parties be CA residents

                            And if buyer and seller meet OUT OF STATE*, then no COE required and file the out of state acquisition form within 5 days. And that applies to C&R handguns and long guns and it does not matter if the seller is CA resident or not. You never know who you might run into at an AZ gun show
