5.56 will be the modern .30 carbine for the Army and will continue in use for a long time.

      They are.

SIG Sauer USA is an American company that manufactures firearms in NH.

Everything that SIG designed and made for the US Army's NGSW program was done entirely in the USA.

1853 = Schweizerische Waggon Fabrik (SWF) is formed as a Swiss firearms company.
1864 = SWF reforms as Schweizerische Industrie Gesellschaft (SIG).
1976 = SIG acquires Sauer & Sons (German firearms company) and creates a subsidiary called SIG-Sauer based in West Germany.
1985 = SIGArms is formed in the USA to be the importer of SIG (Swiss) and SIG-Sauer (German) made firearms and to start up manufacturing of those firearms in the USA.
2000 = SIG sells out to a German holding company and in the process SIG (Swiss) firearms are made into a new separate company called Swiss Arms AG.
2007 = SIGArms reforms as SIG Sauer Inc aka SIG Sauer USA.
2020 = SIG-Sauer (Germany) is shut down and all firearm manufacturing for SIG firearms is relocated to the USA.

Nope, the US doesn't sell ammo as surplus.

Does the SIG also require a 'small parts kit' for range outings?
