I've done 16-18 PPT sales in the last 2 years. I didn't really keep track though.
Apparently they don't really care how many you sell. YMMV.

Anyone been regulated by the DOJ for selling more than 5 per year?

The prerogative to choose the words in a statute belongs to the Legislature, not the DOJ.
Not to mention it should be 'fewer than six' if they're going to use that silly construction.

Things you count, like sales or eggs, get 'fewer'. Things you measure, like milk or flour (today is bread baking day!), get 'less'.

Of course, this is English, so it's more complicated than that - see https://www.grammarly.com/blog/fewer-vs-less/ It is good to remember that legislation is not vernacular English and so must be read cautiously.

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!

          Librarian,

You're right. Words do have very exact meaning and that point is often lost on those that draft new law.

Many years ago, and with the best of intentions, our (California) legislators amended the Vandalism statute to better align the penalties with the punishments. But in the process, the words that they put into the new statute made all forms of vandalism a misdemeanor, even if millions of dollars worth of property was damaged. It took emergency legislation to fix it.

Not to be outdone, one of the midwest states adopted a "Safe Surrender Law" for unwanted babies. It was modeled after California's "Safe Surrender" law which allowed a new mother to surrender her baby at a fire station where the baby could be care for by paramedics and then turned over to Child Protective Services. But in drafting the law, that state used the term "minor" instead of "infant." The error became apparent when a couple of 17 year olds were "surrendered" to Fire Stations.
If you build a man a fire, you'll keep him warm for the evening. If you set a man on fire, you'll keep him warm for the rest of his life.

Why not say maximum of five instead of less than six?
Because on more than one occasion more than 6 will go through without issue.
