    Info on CFARS/CRIS

    Mods, feel free to move this if another forum is more appropriate.

    Does anyone know how long it takes for CFARS/CRIS to clear a Firearms Ownership Report? A family member passed, and I'm trying to get state info to accurate reflect ownership. The transactions have been open for about a month, and all are "In Process".

    4 to 64 months.

    But, please keep in mind that the state has no legal responsibility to notify that they have processed your request. The law only requires that you let the state know. You've done that. Don't worry about the state sending you anything. Go and enjoy your new firearms.

    Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

      If it helps you any, the assault weapons I registered in the first half of 2018 are also all still "in process".
      My guess is that they will mark yours completed sometime after they mark mine as completed.

      Give it a year and then request an AFS report:

        Thanks for the quick response and the condolences. Rest assured, the items I enjoy shooting DO get shot.

        So my next question, since I'm looking at 4-64 months, is to confirm that I cant sell anything until the paperwork is cleared, correct? Nothing is particularly valuable, and those items of sentimental value will be kept. There are just a few pieces I don't see shooting in the near future, and they should go to someone that would enjoy them.

        I'm a bit surprised that things would take that long, but I guess I shouldn't be. Most of the pieces we are talking about are C&R, and nothing is a "special case."

          False.
          You have already completed your legal requirement by reporting them.
          You can sell them today.

          There is no requirement for the BOF to notify you of anything or you to wait to be notified of anything before selling.
          Once you report them, they are legally yours.
          The time delays in the processing are none of your legal concern.

              Typically, the reason one might want a gun 'in your name in AFS' is because you want to put it on your CCW, and your issuing agency (foolishly**) demands that.

              Otherwise, no need for any acknowledgement from DOJ, as noted above.

              ** foolishly, because

              (a) A record of the following shall be maintained in the office of the licensing authority:

              (1) The denial of a license.

              (2) The denial of an amendment to a license.

              (3) The issuance of a license.

              (4) The amendment of a license.

              (5) The revocation of a license.

              (b) Copies of each of the following shall be filed immediately by the issuing officer or authority with the Department of Justice:

              (1) The denial of a license.

              (2) The denial of an amendment to a license.

              (3) The issuance of a license.

              (4) The amendment of a license.

              (5) The revocation of a license.

              (c) (1) Commencing on or before January 1, 2000, and annually thereafter, each licensing authority shall submit to the Attorney General the total number of licenses issued to peace officers pursuant to Section 26170, and to judges pursuant to Section 26150 or 26155.

              (2) The Attorney General shall collect and record the information submitted pursuant to this subdivision by county and licensing authority.
              That is, if the issuing agency is doing its job of reporting, and the AG's office is doing its job of recording, the gun should wind up in AFS as a result of being listed on a license reported to and recorded by the AG.

                Excellent! Thank you for the help. I wasn't waiting for any "paperwork" to be received, but I incorrectly thought the case in the system would need to clear. I'm glad to hear I'm wrong.

                Nothing is a real CCW candidate, unless I wanted to carry a Beretta Jaguar .22. Which I don't .

                And my IA doesn't amend licenses unless you move, so everyone has to wait until they requalify to add firearms to their license. Which doesn't make a lot of sense to me, but that's another rant.

                  I've never heard of anyone having any form of any kind, say anything past "in process" in CFARS. I've got transactions from over 5 years ago that still say that. Theoretically they send you a letter in the mail, I've always gotten those, they just don't track it in CFARS. CFARS will retain your submission, so that is "evidence" you complied with the requirements of the statutes.

                    Fascinating! Maybe I expect too much, but I thought it would have gone from In Process to Done, Completed, Processed, or some other such confirmation.

                      I need to do the afs report. I registered two "AW" rifles and they are still pending. How long does it usually take for doj to return the afs report?

                        Before I got a response from everybody here, I emailed the DOJ this question:
                        "I've had some CRIS Firearm Ownership Reports In Process for about a month now. Just curious to see how long it generally takes to clear these reports?"

                        And this was their response:
                        "Hello,

                        Thank you for your recent inquiry regarding your submitted application(s) for processing. The Department of Justice makes every effort to process applications within a timely manner. If applications are not submitted with all the required information, they will be returned to request the missing information which will cause delays in the process. The associated background check may also be delayed by circumstances beyond the control of the department.

                        Please Note: Firearm purchases are at an unprecedented high for the state of California. As a result of the increased workload, we are unable to provide status checks on submitted applications or an estimated time of completion. We apologize for any inconvenience this may cause, and appreciate your patience and understanding.

                        If you need further assistance, please contact the Customer Support Center at 916-210-2300. Please have your CA DL or CA ID, date of birth, etc. that is associated with your application(s) in order for a Customer Service Representative to assist you.

                        I don't understand the non-response response, but the best part is the "CA DL, date of birth, etc." It almost seems like they are trying to create excuses to not perform. Etc. can mean a lot of different things...

                            The 'what guns do I own' report? I believe anecdotes here suggest about a year.

                              For future timeline questions, I recently got an email from the DOJ that said my my transactions have been received. I entered the transactions about 4 months ago.
