Selling AR style rifle lower

Since it's not a fully assembled firearm, the lower can be in any configuration; it's up to the buyer to make sure the firearm is in a legal configuration when assembled.

That’s what I was hoping would be the case but I don’t want to run into any issues if the buyer wants to go to Turners or something for the FFL. They can be finicky with their rules.

My advice is stay away from big box stores for private party transfers, especially if black rifles are involved

Any big box store or uninformed FFL will have a higher chance of making up new laws out of fear. Avoid them.

They were all purchased as stripped lowers.

Some FFL won’t do PPT on lower alone unless it is stripped. Some won’t even do a built AR.

I’m actually looking for a complete lower. If your selling it in SF Bay Area, I’d be interested.

The easy solution to that is to be finicky with your own rules. "Sale to be done at FFL of seller's choice"

Don't know where in So Cal you are as you don't list it so it's hard to help with dealer info.

That being said, as the seller you should be the one pecking the dealer to do the transfer. You should call some dealers in the your area and tell them what you're selling and if they will do the transfer. After you find 2 or 3 that are willing to work with you post it up for sale and list those dealers as the ones YOU are willing to do the transfer at. The buyer than can choose from one of those dealers.

Go see the folks at 2A Zone in Upland if that works for you, they get it and totally understand CA gun laws. Best folks you'll ever deal with concerning this kind of thing.

One question is, has it ever been completed and fired? As I’m sure you know if first built as a rifle it must remain forever as a rifle. I’m not sure of “Commifornias”rules only those in the “Soviet state of Washington”
Was it purchased as “other” on the original ATF purchase form?
As an “other” it has no configuration specified, and if never completed it should remain as that. I have in years past preferred to list as “pistol” rather than now more often “other” designation. There has been a tax added to pistol purchases.

Whether it has been built into a rifle or not has no bearing in this case as the OP mentions a "rifle lower". If it was DROSed as a rifle then it stays a rifle in CA.

ETA: CA has no option for "other" currently, even though they do not prohibit "other" firearms, you cannot DROS one.
