Since it's not a fully assembled firearm, the lower can be in any configuration; it's up to the buyer to make sure the firearm is in a legal configuration when assembled. -
That’s what I was hoping would be the case but I don’t want to run into any issues if the buyer wants to go to Turners or something for the FFL. They can be finicky with their rules.Comment

My advice is stay away from big box stores for private party transfers, especially if black rifles are involvedComment

Any big box store or uninformed FFL will have a higher chance of making up new laws out of fear. Avoid them.Comment

Don't know where in So Cal you are as you don't list it so it's hard to help with dealer info.
That being said, as the seller you should be the one pecking the dealer to do the transfer. You should call some dealers in the your area and tell them what you're selling and if they will do the transfer. After you find 2 or 3 that are willing to work with you post it up for sale and list those dealers as the ones YOU are willing to do the transfer at. The buyer than can choose from one of those dealers.Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

Was it purchased as “other” on the original ATF purchase form?
As an “other” it has no configuration specified, and if never completed it should remain as that. I have in years past preferred to list as “pistol” rather than now more often “other” designation. There has been a tax added to pistol purchases.
