I'm with the ones that said lease agreement. It doesn't have to be super specific. Name and address, signature. You can find the generic "fill in the blank" ones online. Or just type/print one up.

Not sure if this is a California legal issue. If so, disregard what I'm about to say. If not, I recommend looking into the ATF's rules on this. The ATF has 2 rules touching on this topic that kind of duplicate each other. From the top of my head (because I'm in bed) is 2001-5. Utility bills and leases are not applicable because they are not forms issues by the government. The ATF has said that if a driver's license is expired or doesn't match the address she lives at, then she can still use the ID to verify some info like her age, photo requirement, etc. Other government issued documents that can be used are vehicle registration, voter ID, tax records, etc. The key is, they must be government issued documents. I'll see if I can find a link for at least one of these ATF rules.

Edit: Here's a link for ATF Rule 2001-5.

See Quiet's post above. California has its own requirements that stack on top of the ATF's.

You can download a generic rental agreement and use that. Did it for an ex because she wanted a gun.

Rental agreement is the easiest way to go. I saw a dude at turner's buy a handgun with a quick agreement. It had two sentences written in pen on it and had his signature and his dad's signature. That was good enough!

A campfire permit is issued by a government agency, has an expiration date, has your name, has your current address, can be completed online, can be printed at home, and is free.

Right, passports are proof of identity, but not proof of residence

Many utility bills in PDF are easy to edit.
