Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

Under CA laws...
The Tippman Armory Gatling Gun is a "handgun" that is a CA legal off-Roster multi-barrel manually operated repeating pistol.
^CA DROS = "pistol, 4 or more barrels"

What was passed was about semi-auto firearms that were not pistols or rifles.
Which affected Title 1 Other that were semi-auto and had a 16+" barrel length.
The Tippman Armory Gatling Gun is not a semi-auto firearm, so those new CA assault weapons laws do not apply to it.
Even if the Tippman Armory Gatling Gun was modified to have 16+" barrels, those new CA assault weapons laws would still not apply to it.
What makes CA assault weapons laws not apply to it is the fact that it is not semi-auto (it is manually operated).
But, because it has barrels that are less than 16" in length, CA unsafe handgun laws apply to it.
It would be a manually operated repeating firearm that is not a pistol or a rifle.
But, since the CA DROS system still forces firearms into the pistol, revolver, rifle, or shotgun categories; it will end up being DROS'd as "rifle, 4 or more barrels".
