They want someone who has been trained in hazardous materials packing and shipping rules to send them.
fwiw This average Joe shipped 1k LP primers via UPS ground recently. No ORM-D stickers & no other markings needed on the box, & the UPS clerk was fully aware of the contents. No special packaging required. The only downside is it had to be shipped from a UPS main hub

if you securely package them and have the recipients address clearly printed on the package, the prison guard will take the package from you in your cell and make sure it is safely handled.

That's likely illegal. I was told by a number of different FedEx and UPS employees that only someone with Hazmat certification can ship primers. I've read the regulations as well.

Primers are hazmat. Plain and simple. If it was shipped it without certifying it as hazmat and the courier allowed it, that's on both the shipper and the courier.

The problem with this approach is that the package doesn't teleport to the destination. It travels on various vessels and, if incorrectly packed, can bring them down.

For example, a lot of people don't pay attention to Li-Ion batteries they pack into their checked-in luggage when flying, yet there are limitations and for a good reason - they can start a fire, so they need to be in the carry-on. A fire in the cabin from a battery can be detected and put out manually, cargo area is a whole different story.

If you think this is paranoid or doesn't happen, in 2019 a scuba boat Conception burned down due to a fire caused by batteries and killed 34 people, just off of CA coast. There were some additional violations (search for "Conception fire"), but that's how it goes with safety - remove a layer at a time, and at some point you run out of layers.

Don't be that guy where you gamble with other people's lives. If you want to risk it, do backflips on a dirt bike or go ski the chutes of Chamonix, but make sure the only life you're risking is your own.

Info on this thread is mostly correct. Be aware that the result of a violation is pretty severe.

"The maximum hazmat civil penalty for hazmat shipping violations has risen from $83,439 to $84,425 per day, per violation. 2. For a violation that results in death, serious illness, severe injury, or substantial property damage, the maximum hazmat civil penalty has risen from $194,691 to $196,992 per day, per violation."

Sherpa clueless. Primers must go hazmat with proper permits/ license.

Last time I shipped primers it was primed brass. Wouldn’t be fun for more than a couple hundred.
