Well to answer your first question, English is my native language, its just my ability to ask questions is sorely lacking lol, that said to answer your second question the guns belonged to my friends older brother, but his younger brother was hoping he could retrieve them if they even still existed. Which as you just said they are probably gone by now

When the popo took his guns they gave him a receipt. He needs to speak to property and a lot of times they dispose of the guns in large batches there is a possibility they still have them.

This all reads like...
1. Your friend's older brother became a prohibited person due to illicit activity involving controlled substances and was raided by police.
2. The firearms were confiscated as a result of the raid.
3. Two years later, your friend wants to know if there is a way for him to obtain those firearms.

The answer to that is... No.

Firearms that are not being held as evidence and are unclaimed after 180 days of being confiscated are subject to disposal or destruction by the LE agency that confiscated the firearms. [PC 34000(a)]

Once a person becomes a prohibited person, they have 14 days to dispose of any firearms or ammunition they own.
This is done by granting a third party power of attorney to acquire the firearms from the LE agency and transfer them off.
^The person that is granted power of attorney can not keep any of the firearms and any firearms that are not transferred within 14 days are surrendered to law enforcement for destruction.

I think this is all correct except 3. I think it's the brother of the guy who got arrested that wants to get the guns back, which would seem even less likely to be allowed.
