        It doesn't; you still have to complete the 4473 BUT an LTC (CCW) does exempt the holder from a background check in Texas.

              I like PSA. After buying two S&W MP-15 Sporters I started assembling my own rifles with mostly PSA parts. In better days I kept an eye out for weekly deals on premium parts and kits. While not FN's or Colts I learned a lot assembling my own close enough clowns of an M16A4 and M4A1.

                Here in Idaho, a CWL exempts you from a NICS check, but the FFL still needs to fill out form 4473.

                That said, no requirement here for an FFL on a person-to-person transaction. I simply ask for proof of Idaho residency.

                  I dreamed of owning a (insert off roster gun here)...

                  Oh yeah....then the earth splits open with me on one side and the (off roster gun) on the other. Then appeared a large red-glowing pit with gavin newscum, diane frankenstein and governor "brown the drain" at the bottom of it, waving their pitchforks at me.

                    thanks for the education. I've only sold maybe 40,000 guns over the last 10 years and thought I could get stop making clients fill out the 4473.

                        Many builders want to opt for a better made BCG and charging handle, from nickle-boron, to color anodized, material, among other things, or simply, they already have these parts from another upper and they are wanting to change to a different profile or barrel length. So this is actually a perk in my opinion, a plus - it allows you to pay less for something you really want than to be force to buy parts you don't need. I would not want them to get rid of this option as I've taken advantage of it in the past.

                        PSA still comes through is so many ways positive, at exceptional prices, that even the extra $17 for local availability would likely get a pass from me because I'm betting the savings still beats out so many other local LGS or other online suppliers.
