      Slowly agencies and CA are reducing the off roster privilege for LEO. Some area, LEO can only sell to LEO, or to buy off reoster they have to get a department letter. We always encourage calling and writing or state reps when anti-2A legislation comes up. How about starting to put a bug in the ear of legislators to get rid of the exemptions? If enough call and write, maybe someone will at least put forth legislation. It may die in committee but at least it's on the table.
