            Stripped lowers are usually transferred as "other" in free states and you can build it either way.

              So, this other, once in CA, what does he have to do? Can he make this other into a pistol and PPT? Will it have to be registered as an assault rifle later? Not sure if we're answering his question.

                Partially incorrect.

                They are pushing the narrative as AOWs. And it's stopping the importation of said pistols.

                I heard about this over a month ago and put my AR pistols in NFA jail with form 1s. Efiling is very fast and easy for form 1s and I contacted the BATF yesterday and the turn around currently is 2-4 weeks. Some have been approved in 6 days.

                    I'm not sure we can even do that in CA (SBR with NFA), just the assault weapon registration to CA. So what can the OP do, moving to CA, just turn it into a featureless rifle?
