1. Treat all guns as if loaded (even when you know they aren't).

Zero for 25 yards. Then just redo zero once you can access a longer outdoor range.
I mean you stated this will be a HD gun. I like a 50/300 yard zero. As it implies, it will put rounds in a 4 inch circle all the way to 300 yards. No need to worry about holdover or holdunder.Comment

I think a 25 yards zero is supposed to also be a 200 yd zero. It's basically point blank from 15 to 200 yards.Comment

Looks like you already answered your question. 25yd range limitation.
Verify your sight reticle height over bore and do your 25yd zero keeping that in mind.
*I have been using a 35yd zero on all of my 16"bbl AR clones. Trajectory stays very flat from 25 to 300yds. "hunter's zero" has become "maximum point blank range zero"
The spread is about 6"-7" max through the trajectory depending on the ammo used.
Point and shoot, hold on the target and you connect.
*The other zeros like the 50yd & 100yds fall off the table at longer ranges (250-300yds) and then the holds really kick in.
*100yd zero at @25yds is a POI 1 1/2" - 2" low depending on height over bore and ammo.Comment
