    It's only illegal to have a short barrel if you have a rifle that it would fit on and do NOT also have a pistol, SBR or machine gun that it would fit on.

    So for example, let's say you don't own ANY AR type rifles.
    No problem for you to buy an AR pistol kit.

    However, lets say that you DO own an AR type rifle but NOT a pistol, then having a short barrel is a federal problem because the feds say that if you have to components to assemble a short barreled, rifle, you HAVE a short barreled rifle.
    This is called constructive possession.

    Having a pistol which accepts the barrel is an exemption to federal constructive possession since you can say that the parts kit is spares for your pistol.

    Think of it as a "path to legality".
    Always have a path to justify your possessions as legal and you can't get in trouble for any of them.
