The form, whether filed on paper or through CFARS, documents an event that has already occurred.. Your legal obligation is to file the form - no acknowledgement is required to make the transfer complete.

So far my experience is that several months go by, I get an email from DOJ asking me to clarify something that was already clear, I respond, several more months go by and then I get a little piece of paper in the mail saying they've approved.

Tracking Status on CFARS is a joke. Mine NEVER updated. Also emailing them is worthless as well.......never got a response. Just got approvals months later in the mail.

          AFAIK...

          1. It documents that an illegal transfer took place.
          2. Alerts CA DOJ BOF APPS teams to a prohibited person that acquired a firearm.
          3. APPS teams then investigates the matter.
          4. Prohibited person gets arested and the firearms get confiscated/destroyed.

During the investigation, if they can prove the giver knew or had reasonable cause to believe that the recipient was a prohibited person, then they will also get arrested/charged.
