    I paid 500 for mine in Jan and back then I was told be prepared to pay $400 plus. If it wasn't for Miller V Bacerra probably wouldn't have.

      You can also get them as a California resident on military orders out of state. Those military folks which are in the hundreds of thousands are also roster exempt while out of California. So it's not just LEO. It's LEO and US Military on orders.

      You can literally use your California True ID driver license to purchase a fully automatic M16 if you want or any AR pistol you want.

            A registered semi pistol lower is 100% kosher with the CADOJ and probably a better price than a CA7. My biggest fear would be throwing down all that money down on a CA7, the extra spent on a semi upper and then for the CADOJ send it’s letter (like every other work around) state it’s illegal to modify the CA7. That can one expensive wager to lose all for an AR pistol. A pinned and weld 13.7” or 14.5” can be just as handy as a 10-12.5” with way less hassle ($$$).

                  Let's say they are a CA resident, on orders out of state, procure as much as they like while out of state, and then want to move back to CA with said off roster AR pistols (or other off roster handguns). What legal/paperwork process do they need to go through?

                    I have a factory built AR pistol that I bought five years ago. Registered as a semi-auto. I think I've used it once. Fun to shoot for sure. I should probably just list it in the marketplace.

                              I have a Spikes factory built AR pistol I picked up via single shot exemption. It is registered as single-shot. This is different from those registered as semi-auto?

                                You are not missing anything.
                                You have a single shot spikes AR pistol.
                                It's illegal to convert it to semi-auto after about 2013 or whenever the law changed that banned the conversion of off-roster single shots into semi-autos.
                                Hopefully you converted it to a semi-auto before that law changed.
