      Bad intentions or not kind of doesn't matter. He could have had an OLL - only been knowledgeable about *part* of the law, and just assumed because it was off-list, it was kosher to build out. Stranger things have happened.
      If people get advice from a friend, or someone who "read about it in the paper" - or whatever, it's entirely likely he only knew part of the story, and very well may have *thought* he was within his legal limits.
      It's also possible he moved here after the ban was put in place - and just didn't realize he couldn't bring them in. The laws are a bit confusing there at first glance. Off-roster handguns are legit as long as you report 'em - and there's no requirement at all that rifles be reported. He could have just assumed the AWB worked like the Rostering system (cause ya know, that would be logical) and figured since he had it already when he moved in, no problem.
      So many possible ways he could have these things and not have any clue he's afoul of the law. Could make for some interesting legal arguments.

        I'm betting they were seen inserting hi cap mags in to oll's with BB.
        I've personally seen it done. Some people figure WTF and do it anyway.

          Geesh. I hope this is not the case of negligence by California gun owners. I am hoping it is the exaggeration of the media AGAIN. Go by the law and save the other stuff for out of state. Sucks that the law abiding gun owners get penalized along with them. Hmm... Not too much information from the article but I hope there is some kind of follow-up or a fellow Calguns member the article is in regards to.

            This story is not detailed enough to make any sort of informed decsion on the facts - this guy could be 100% within the law or 100% outside, there's nothing in the article to point you towards the truth.
            The way some gunshop clerks spout off, you'd think that they invented gunpowder and the repeating rifle, and sat on the Supreme Court as well.

              Well, it's not really an article, just a compilation of the Police/Fire logs. The worst thing about these is there is hardly ever any follow-up.
