If you are worried about people having access that can't legally have dominion of control over a firearm, be aware that a even a stripped lower still counts as a firearm under both federal and state law. There is no exception in the law where it says certain people can't have access to a firearm, "unless the firing pin is shaved down". Working or not, it's still a firearm.
Safe storage laws and the liability that comes into play of a firearm is stolen that wasn't safely stored also apply to non-working firearms.
There are companies that make high quality replicas that are not considered firearms from a legal standpoint. They are not inexpensive though.
I have chosen to not display firearms for this reason as a few of my extended family should not have access to firearms. I would want to make any display piece into a non-gun before putting it on display.
