        so even serialized marked with all proper info that a person makes up by the DOJ standard (not given by DOJ) is no longer valid all home builds that were created and marked 5+ years ago are now illegal, correct?

          It may not be a "Zip Gun." I have to qualify that statement because California's definition of a "Zip Gun" is a model for the lack of clarity in a statute.

          Depending on how you parse out the various sections on the federal excise tax law, it's possible to read the statutes to the conclusion that the pictured weapon is not a "Zip Gun" until the person making it has made 50 others in the same calendar year.

          Here's what the state of California thinks is a "Zip Gun" with the problematic language in bold:

          nor was an exemption from paying tax on that weapon or device granted under Section 4181 and Subchapters F (commencing with Section 4216) and G (commencing with Section 4221) of Chapter 32 of Title 26 of the United States Code, as amended, and the regulations issued pursuant thereto.
          (d) It is made or altered to expel a projectile by the force of an explosion or other form of combustion."

                There was some chatter a couple weeks ago about using an 80% to make a Title 1 / Other receiver... but most of the threads got nuked into oblivion. I think they jumped the gun on the big reveal.

                      If it was made before 07-01-2019, then it's still legal to own/possess. (burden of proof of when it's made is on the owner)
                      But, it's illegal to transfer ownership to anyone in WA.
