Just To Be Clear 80% Question

I have looked over the flow chart, so all 80% ar15/10 must be marked and featureless for it not to be registered and it is legal, correct?

What about 80% pistols that were built many years ago?

excuse my ignorance been a long time since ive been here to keep up with all new laws.

They all must be registered. Even if pre marked you will still need to apply for new numbers and register them. The real question is it possible to still register them legally? I bet a lot of people would like to know.

no. you missed all the threads on this 3 years ago. must apply for serial number from DOJ, and engrave that number, which will register it.
PC29180 - summarized says if you own a finished 80% you were supposed to register it by Jan 1 2019.
PC29181 - was the exemption, which said if you had already registered it with your own serial you didn't need the DOJ serial. Either way, it gets registered.
I'm not going to speculate on the pistol, you might be in a corner with that one. Failing to register a pistol is a possible 1yr in jail. You could apply for a serial and say you "haven't built it yet" but then they won't let you register it as a semi-auto since that's manufacturing an unsafe handgun which is a different crime.

          Incorrect.

If they were made before 2018, then they needed to be self-marked and voluntarily registered with CA DOJ before 07-01-2018 [PC 29181(c)] or they needed to be registered with CA DOJ and marked with their info before 01-01-2019 [PC 29180(c)].

If they were made after 06-30-2018, then they needed to be registered with CA DOJ and marked with their info. [PC 29180(b)]

Possession of an unregistered self-made firearm is subject to confiscation as an illegal self-made firearm. [PC 29180(d)(3)]

ALL self built firearms must be serialized and listed in the central registry.
There are no more LEGAL unmarked/unregistered self-built firearms in CA.
There is no grandfathering clause that lets you keep the older ones unmarked/unregistered.

Wasn't there a grace period a few years ago when you had to serialize but not register? I thought i remember reading about this.

What are California's laws for 80% lowers? We have the answer here along with key gun laws you need to know for this state.

From 2016 to 2018, you could get away without registration.
The grace period ended January 1st 2019.
There is no grandfathering clause for 29180 .
Chapter 44 covers licensed manufacturers so that exemption does not apply to unlicensed manufacturers.
23910 is the state issued serial number.
State issued serial numbers are defecto registrations.

I thought there were federal laws prohibiting firearm registration databases by the gummit.

                    That's FEDERAL.
The STATE run registration system is not FEDERAL.

Other states also have their own registration schemes.
Some cities do it too when the state or county will not.
Counties could also have a registration scheme that covers all the cities within the county.

Don't forget Pennsylvania, Hawaii, Connecticut, Maryland, Massachusetts and DC.

Illinois does not register the firearms.
