Eye dominance refers to binocular vision, so as CGT80 pointed out, that's not an issue unless acquiring the sight picture with both eyes open.

What kind of sights are on the rifle? Where did you direct him to focus, and what did he describe that he was seeing?

To get on target, yes, close the dominant eye, but if you're using a scope or red dot, it really doesn't matter because scope or the red dot will focus the eye anyway.

Most likely than not, it is the way he is mounting the rifle. Check and make sure his cheek isn't coming off the stock when he fires and that the rifle is tucked securely against his shoulder. In fact, have him mount and unloaded rifle without shooting and check that closely.
I agree 100%. I seriously doubt it has anything to do with eye dominance. Basically just a "new shooter" problem. Some people take to it like a duck to water, others have to work at it. Everyone is different.

Right-handed, left-eye dominant, shoot right-handed with right eye.

Practice, practice, practice. Lots of Drill Sergeant "motivation".

Using an AR right-handed and trying to use the left eye is a non-starter, physically impossible (or at least exceptionally inconvenient), and goofy looking. Teach the kid what the sight picture is and practice using the right eye.

One possible solution is to get a pair of prescription glasses with the focal point at 24" or so, that will bring the front sight into immediate focus. Talk to your optometrist or go to a Costco optometry shop, get new specs. That should fix things right up.

I had him look at the center of target with both his eyes open, then told him to close his left eye and aim down sights (non-scoped) and he said his view was way to left. Reversed, had him go left handed and close his right eye and he said it was the same sight picture when he had both eyes open. That's when I realized he was left eye dominant.

Rifle: I had him shoot from both positions, both eyes open, one closed and then other, etc. and he couldn't get the hang of it. To be honest, I saw/counted maybe one or 2 rounds out of 40 actually hit the target (he used the same target as his brother, where his bro got all 40 on target.)

Shotgun: hit the target left lane to us (where another shotgunner was shooting) when he was shooting right handed. Then hit the borders of his target as I had him switch eyes/position. It was a big target paper too.
