    Yes.
    As part of the new regulations concerning assault weapons, DOJ now does not count a muzzle device as part of the 30" minimum length for semi-auto rifles unless the muzzle device is perm attached.
    So if the gun is over 30" without the muzzle device, it does not need to be perm attached.
    If you rely on the length of the muzzle device to exceed 30", then the muzzle device now needs to be perm attached.

        It's pretty stupid. Nothing else has to be "permanent". It's a holdover from a stupid Federal law wrt 16 inch minimums which wasn't properly thought out. California was lazy and just propagated the stupidity with their overall length law and applied "permanent" just to the barrel. It could have a 20 inch barrel with a 1 inch muzzle attachment but still be illegal if the whole thing is under 31 inches.
