Unfortunately it looks like any projectile containing a "chemical substance" and not manufactured for a shotgun is a "destructive device" in California.
Not sure what "chemical substance" means. Seems to me lead alloy would be a "chemical substance." Just another terribly written CA law I guess.

I can’t find what streaK uses as the light source
The legal concern with tracers is fire. If it has a glow stick or glow compound, they don’t seem to meet the violation of the law.
Any projectile containing any explosive or incendiary material or any other chemical substance, including, but not limited to, that which is commonly known as tracer or incendiary ammunition, except tracer ammunition manufactured for use in shotguns.Rule 1- ALL GUNS ARE ALWAYS LOADED
Rule 2 -NEVER LET THE MUZZLE COVER ANYTHING YOU ARE NOT PREPARED TO DESTROY (including your hands and legs)
Rule 3 -KEEP YOUR FINGER OFF THE TRIGGER UNTIL YOUR SIGHTS ARE ON THE TARGET
Rule 4 -BE SURE OF YOUR TARGET AND WHAT IS BEYOND IT
