Streak "tracers" legal?

I saw them in AZ. Looked into it and couldn't find anything saying they are illegal.

(1) Any projectile containing any explosive or incendiary material or any other chemical substance, including, but not limited to, that which is commonly known as tracer or incendiary ammunition, except tracer ammunition manufactured for use in shotguns.

Unfortunately it looks like any projectile containing a "chemical substance" and not manufactured for a shotgun is a "destructive device" in California.

Not sure what "chemical substance" means. Seems to me lead alloy would be a "chemical substance." Just another terribly written CA law I guess.

Two or more elements combined into one substance through a chemical reaction form a chemical compound.

So if you allow your bullets to oxadize (a chemical reaction), resulting in a composition of copper oxide (a chemical substance), it satisfies the legal definition of a destructive device in CA.

possession of a DD in Ca is a felony (18710), the main defense to a DD possession charge is being unaware of the item being a DD.

4. Defenses to Possessing Destructive Devices

As discussed above if the defendant did not knowingly possess the destructive device, or did not know that it was destructive, he or she would have a strong defense against any criminal prosecution. Additionally, if the prohibited item is an antique, like a historic cannon or rifle, possessing it would not be a crime.
