            Under Federal and CA laws/regulations...

            37mm launcher with any type of lethal (explosive, incendiary, etc) rounds = Destructive Device.

            37mm launcher any less lethal (bean bag, rubber/foam/wood baton, rubber/foam ball, rubber/foam shot, etc) rounds = Destructive Device.

            37mm launcher with only signal (flare, smoke, chalk) rounds = legal emergency distress signaling device.

            Under CA laws/regulations...

            37mm launcher with any chemical (tear, pepper, etc) rounds = Destructive Device

                  It was career day in San Mateo/Foster City, and the last gun buy-back in Contra Costa failed to garner anything but broken old hunting rifles, and the occasional Raven Arms MP25.

                  They needed props for the photos of their next buy-back event.

                    That's not unusual at all. Please remember that police officers are employees of the municipality that employs them, but they are peace officers of the state and their peace officer status applies to any place in the state.

                    Criminal conduct doesn't limit itself to geographic boundaries. Where any part of the criminal enterprise occurs within a municipality, officers that municipality can arrest the offender anywhere in the state.

                      Lesson to be learned here is tips come from snitches who most of the time are your friends, family, and neighbors out in public on other, usually, dope charges as long as they provide tips to law enforcement. Be aware of who you talk in front of in this state. People know enough to stay away from identified criminals but not the ones that practice being a Judas. His loose mouth led him to where he is today.

                              He better get a really good lawyer. Although I can't see how he can beat the assault rifle and glock machine gun charges.
