They, along with some other vendors, are going off incorrect information.

They took DOJ removing exemptions in their regulations pertaining to ammo DROS [PC 30352] and expanded it to cover things that didn't apply [PC 30312 & 30314].

So basically, they were given some bad info and changed their policy to abide by that bad info.


The following is currently valid and will still be valid after 06-30-19...

Having a valid C&R 03-FFL and valid COE makes the person exempt from needing to utilize a CA DOJ licensed ammunition vendor to import ammo into CA. [PC 30312(c)(6) & 30314(b)(5)]

When buying from a CA DOJ licensed ammunition vendor, the person will need to go through a CA ammo DROS/background check. [PC 30370(a)(2)]

Because the person has a valid C&R FFL and valid COE, it will be processed as a COE verification check. [11 CCR 4305]

Section 30350 is amended that Commencing July 1, 2019. A collector of firearms exemption is no where to be find

It looks like Prop 63 allow C&R to be exempted from FFL delivery requirement started 1/1/2018 but not from eligibility check starting 7/1/2019. CA DOJ sent a notice to vendors specifically said only FFL 1, 6, 7, and 8 are exempted, not COE+FFL3. At this point, I don't see any other way than fight it in court.

Because LAX Ammunition is a CA DOJ licensed ammunition vendor, starting 07-01-19, they can not legally sell ammo online to a CA resident with a valid 03-FFL and valid COE. This is because, starting 07-01-19, CA licensed ammunition vendors must perform a CA ammo DROS for all transfers within CA and a CA resident with a valid 03-FFL & valid COE is not exempt from that.

A person with a valid 03-FFL and valid COE was never exempt from the CA ammo DROS requirement when acquiring from a CA ammo vendor. [PC 30352(e)]

I see what you are saying. But another poster said Targetsports were contacted by CA DOJ instruct them not to ship to C&R/FFL3 starting 7/1/19. Does this mean Targetsports is also CA licensed somehow?

If an out-of-state vendor physically sells ammo at a gun show or firearm event in CA, then they would legally need to be a CA licensed ammunition vendor.

So, if TargetSports ever sold ammo at CA gun shows or a competition/event in CA, then that would be a reason why they got licensed as a CA ammunition vendor.

But, if they are not a CA licensed ammunition vendor, then there is no legal requirement for them to conduct a CA ammo DROS for selling ammo to CA residents.
Which means it is still legal for them to sell/ship ammo to a CA resident with a valid 03-FFL & valid COE. [PC 30312(c)(6)]

Lax ammo just sent email, saying no shipping to ffl03 and Coe holders in California, till further clarification.
Maybe someone can post a copy on my phone.

COE+FFL3 what to submit for the COE to vendors?

So I know I submit a copy that's signed of my FFL3 card to vendors for ammo and C&R guns. But what do I give them for the COE? I have a nice letter from Xavier Becerra DoJ that shows my COE number. But its a letter and not a "certificate" that I sign or anything.

What do I need to submit to a vendor (especially out of state) for their records to prove I have a COE? Thanks!

You can download a copy of your Certificate of Eligibility from the CFARS website.

Just FYI, it sounds like the CADOJ are trying to scrub the exemption for CA vendors so in all likelyhood, you will only be able to use them for out of state online purchases.

My understanding is that LAX CANNOT ship because they are a CA licensed whereas TargetsSports CAN because they are not. We will see next week i bet.
