The part in question is who is responsible for the background check of C&R/FFL3 or LEO orders. For orders shipped to a full service FFL, the local FFL has to do a background check upon delivery of the ammo to customer.
Once they figure that out, everything will be back to normal.Comment

Conducting a background check only applies to licensed ammunition vendors in the state when conducting sales/transfers in the state.
And even for transfers/purchases in the state - COE holders don't have to do a background check, they only have to do a $1 COE verification:
11 CCR 4305
(a) A purchaser or transferee is authorized to purchase ammunition if they hold a current Certificate of Eligibility, subsequent to verification by the Department.
(1) A purchaser or transferee may request, through an ammunition vendor, the Department to conduct a COE Verification, to determine if the purchaser or transferee qualifies for this authorization.
(b) As authorized by Penal Code section 30370, subdivision (e), the fee for COE verification is $1.00.
(c) The ammunition vendor shall collect the ammunition purchaser’s or transferee’s name, date of birth, current address, and driver license or other government identification number, in the manner described in Penal Code section 28180, telephone number, and COE number, and enter the information into the DES website.
(d) Upon the Department’s completion of the COE Verification, the Department shall then update the purchaser’s or transferee’s DES record to instruct the ammunition vendor to approve or reject the ammunition purchase or transfer.Last edited by SkyHawk; 06-20-2019, 11:26 AM.Comment

Brownells it still shipping ammo, they are my go-to supplier. There may have been a very brief lapse while they reconfigured their workflow to deal with it, but they have been sending me ammo on the regular for quite a while now.Comment

I can confirm Brownells accept online orders. They price is better than Target Sports with promo code. The only hassle is that you need to have your FFL submit a copy of their license every time.

It is general consensus that nothing changes with LEO / FFL3 ordering after Prop 63 but apparently DOJ doesn't agree and has their own interpretation. From what they said to Brownells, it looks like they don't think FFL3 is exempted, or maybe just not from buying online?There is no background check for LEO or 03/COE when importing ammo.
