Yes it can have a foregrip and stock because its a Short Barrelled Rifle and Assault Weapon under California law. And a Short Barreled Rifle under federal law.

This is incorrect. If the barrel of your RIFLE is under 16" you have an SBR, no matter what the OAL is. If your RIFLE has a 16" barrel but is under 26" then you also have an SBR. Measuring OAL is different in CA than Federally though.

The ATF does not consider a brace as a stock when used on a PISTOL.

I just noticed the nuance of your first post. I think you are referring to an 'other' in which case it definitely cannot have a stock. Not sure about a forward grip.

I believe you also need a stamp. There is a manufacturer here that specializes in such things, Franklin armory I think. They would be the best resource.

But from what I’ve read if the OAL is above 26” it can have a forward grip because it doesn’t fit the definition of a pistol. So can it then have a stock?
A VFG is okay on a "firearm" as you described, but a rifle stock would turn it into an SBR.

You also mentioned Franklin Armory's Reformation barrel - now that would be interesting. Would an 11.5" Reformation barrel be legal on a BBRAW as long as OAL remained > 26"? I need to research that.

Yes they did. And I agree - but the ATF has determined there is a difference with distinction between a pistol brace and a rifle stock. So why not just use a pistol brace and not have to worry about a potential felony?

Rifle must be 30inch overall that's including the16inch barrel in California but in the rest of the country its 26inches overall
