Specific questions on California move

All, moving to CA from MA. I have read through and researched the wiki and other resources. A few specific questions if people can chime in please! I currently have a LTC- A (large capacity) in MA.

Q1 (most important) - it looks like I dont need to get an LTC in CA until I need to carry. For continuing to indefinitely own guns and some limited ammo I already have, I simply need to register my guns within a couple of months. Correct? This is a very big move, and I want to make sure I have some time to apply for an LTC or eligibility check as needed

Q2 - in the future, perhaps once I settle in, I will need to apply for an eligibility report to buy ammo, and LTC to carry a gun. Correct?

Q3. Rifles. I cant see any way my 1981 Uzi is going to make it, and have a feeling my LWRC is likely also doomed. I have looked through the 3 page rifle flow chart. This is the rifle.

It has a welded muzzle brake to get the barrel length to 16.1 inches, and the stock is welded. Even neutered, it is incredible

So, I cannot (most likely) bring this to CA correct? For those salivating, I have a backlit ACOG mounted, dialed in to a small fraction of an inch at 100 yards. Has the lighted distance compensator Assuming I cannot bring this in, some body is going to be very happy in MA, since you cannot buy this one in MA any more!

Appreciate any quick responses. I have a lot to work through given I have been a bit of a collector, and not much time to take care of things.

Well welcome to California and although I won't be able to answer all your questions I will try and start with the first one. Basically you have 60 days to fill out a form letting the California doj know what Firearms you brought into the state.

Your license to carry issues will really depend on what county you end up living in. Just like in Massachusetts there are some places that are easier to acquire license to carry paperwork. Usually it's easier to acquire them in the more rural areas and it's frowned upon in the more urban counties.

Buying ammunition in the future will require you to show your ID and jump through a few more hoops than the good old days of just walking in and asking for what you need. So you'll still be able to buy the ammo you need it'll just be more of a hassle.

I don't know specifically about your rifles in question but know that there are people with Uzis and other types of demonized by the media type firearms, right here in California.

Things have to be done to make them not "evil" like overall length so often people get extended barrels and stocks get permanently fix in the open position etc. ...etc. ...Etc. But you shouldn't go selling anything until you investigate it further because there's probably a way to make it happen. Keep in mind other people in California have aready found a way to make the scary outlawed things legal.

Even though it's late here hopefully someone will chime in with more specific answers to your questions.

Q1.
Within 60 days of establishing residency in CA (obtaining a valid CA DL), you must report all the firearms you brought with you to CA. [PC 27506(a)(1)]
This can be done by submiting a completed New Resident Report of Firearm Ownership to CA DOJ BOF.

The firearms need to be CA legal (can not be classified as an assault weapon, DD, MG, SBR, SBS under CA laws) and can not include any large capacity (11+ round) magazines or large capacity magazine parts kits.

You can also bring any amount of non-prohibited ammunition to CA.
^Prohibited ammunition = explosive, incendiary, tracer, handgun AP, and flechette.

No permit or license is needed to legally own firearms and ammunition in CA.


Q2.
Once you establish residency, you can apply for a CA CCW permit to the CA LE agency that has jurisdiction over your city/county.
The difficult of getting a CA CCW permit is large dependent on which county you reside in.

In order to legally acquire a firearm in CA, you will need to obtain a valid Firearm Safety Certificate (FSC). Which can be done at more CA FFL dealers and is a simple multiple choice test.

In order to legally acquire ammunition in CA, you just need a valid State issued DL/ID.


Q3.
If you have a question on making your firearm CA legal, please list the exact make & model and discribe how it's currently configured, and someone will advise on how to modify it to be CA legal.

A 1980s era Uzi rifle is most likely make/model banned in CA, which means nothing can be done to make it CA legal.
^In order to be sure... what is the manufacturer, importer, and model designation engraved on the reciever?

There are CA legal variants of the LWRC IC-A2.
It is not make/model banned, so it just needs to be configured so that it is CA legal.
1. Overall length needs to be 30" or greater.
2. It needs to either be configured so that it does not have restricted features or it needs to be configured to operate using a fixed 10 round magazine.

I am moving around a bit and not at home until later today. I had looked up the Uzi a little while ago in an informal serial number look up tool (to confirm age), so I remember these details. Made by IMI, imported by Action Arms PA. Stamped Model B. Has 3 position switch but the “auto” is obviously neutered.

Folding stock, 14 inch, and no point discussing mags

Perhaps my best bet in the short term is to deed the two rifles to a buddy or two here in MA in a collector mind set, since I trust my friends to sell these back to me if I wanted them back some day. If they take one each, it will not be a big dent on their ability to do FTF - we are allowed 4 per year (although many people say it’s not a hard limit). This will allow me time to start my new job, find a house, get a drivers license, school system etc and then focus on my toys. I can make a separate trip later...

On the hand guns - my understanding is CA legal means NOT banned. This is perhaps similar to MA. There are two approved rosters but FTF you can buy hand guns that may not be on the rosters as being banned. Sell or neuter the few pre ban hi caps I have, done - I think. My point is not about buying anything but just keeping the handguns I have - they are nice brands and standard pistols - Wilson Combat, Les Baer, CZ..

I think you got all the answers you need, right? If so, one unsolicited advice 😂 - before moving, buy some of the toys you think you may need or want in the future.

The firearms safety certificate (FSC) is a $25 test and paper card that's good for 5 years. It's needed to buy handguns and long guns, however, if you have a valid hunting license it can be presented in lieu of the FSC when you buy a long gun.

If you have a hunting license, I recommend bringing a copy of it with you. Then after you get your drivers license buy a small game hunting license so it puts you in the system. When you buy the hunting license they scan you drivers which then stores you as being a licensed hunter. There are several advantages that a valid hunting license has here so I recommend doing this even if you don't plan on hunting.

When you get you drivers license you'll need to bring in your passport and a few other things to show that you are a US citizen. If you just go in without that they issue you a license that states "federal limits apply" which in the next couple years won't be valid ID for flying from here to other states.

Great advice thanks all! Will be sure to submit passport info for CA DL - nice reminder thank you. The MA DL has already fallen out of favor in many states for Federal ID type requirements.
