I suspect if your buying only this one part to repair a mag.
It shouldn't be an issue.
It you couldn't buy any replacement part, then replacement spring, followers, base plates, ranger plates, and dust cover would all be illegal.

I have one PMag that the release button is raised and the base plate can't be removed.
The one on the left was very easy, push in and slide the bottom off. The one on the right won't push in.
The plate is floating so it's not welded in place
Thoughts?

That looks like a cap of sorts covering the locking plate button.

That is a Riflegear style plate. Try and pop it outwards (not push in) as these lock in after assembly with a snap in kind of lock. Mine let loose after squeezing the mag body near the baseplate with flat tabbed vise grips. Now that I know, I would try to pry it out with a small screwdriver or drill a small hole to pry with an ice pick or like tool.
I had one of these abominations in my stack of mags to remanufacture last week. After getting it popped out, I inverted the locking lug, super glued it to the channel of the locking plate to fit flush to the base plate and cut off the excess inside along with the blocking riser inside. You can't tell from the outside.

As tanakasan said, that's the Riflegear mag block. Same as the ones I dealt with. It's a two piece block. Pictured below is the main body. You insert it into the spring like most other mag blocks but then you push in a second piece through the hole in the bottom of the floorplate. The second piece is a little wedge that locks into place and effectively makes the mag "permanently" blocked to 10 rounds. Last week, I drilled a few holes into that exposed piece and then ran a sharp razor blade between it and the floor plate to slice it off.

My old rifle gear blocked were waaay different. They had a roll pin (very small one) to the side of base plate. The block on the 10/20s was a composite material i believe
Punch to remove pin, remove block and reassemble.
They were bought on 09 i think. Around there.
Magazineblock blocks are pretty cheap. Buy n chopComment
