Well you did say "bs 'magnet test'" so I hope you will forgive our misunderstanding.

I've yet to find a range or BLM land that allows it.
Lytle Creek allows it when they can.

OP all is not lost. Years ago (Think Pomona Gun Show) I bought several cases of Norinco .308. The price was to good to pass up. Fast forward to....it says nothing on the box about having a "Metal Jacket" as in (Gliding Metal Jacket) "Magnetic". It did however say "Steel Case", but I never gave it much thought as I was shooting it out of a Semi Auto. Needless to say I still have a lot of it, So what I did was pull the bullets, and replace them with Copper Jacket bullets of the same gr wt. Its a little labor intensive, but the way I do it, nothing goes to waste except the Gliding Metal Jacket. I melt the bullets down and skim off the jacket. Good Bullet Casting Material..... You could consider it https://www.theboxotruth.com/educati...ch-ammunition/

Exactly. There's more to the state than just the southern third. Up here almost all ranges allow it.

I've actually never been to an outdoor range that cared, other than requiring lead shot in shotguns.

Maybe some I've been to did care but just didn't check or have posted rules, but its never been a problem for me.
