I just got off the phone with my little brother who I don't speak to very often. He's kind of a bonehead and doesn't really research stuff. Apparently, he ordered a Ruger LCP from an out-of-state online dealer (which has disappeared) and had it shipped to a well-known CA store. They then called him, had him sign some paperwork, and handed the gun over. They did NOT do a 10-day wait and they did NOT ask about or administer the HSC test. He's emailing me whatever paperwork he has in the morning, but it's pretty clear he shouldn't have this firearm.
What options does he have? I'm an LEO, would an intra-familial transfer get red flagged? Ugh, what a mess. I'm going to hold off a bit naming the store, he's waiting for a call-back on why exactly this slid past them.
