Question on flash hiders

He's gonna have to deal with the pinning, or welding, or something that makes the attachment permanent.

He's legal having the flash hider on a rimfire rifle.

But he's not OK having a rifle that can be fired when its OAL is less than 26". That would be the case with the Kel-Tec if the flash hider was not permanently fixed. Being rimfire doesn't change anything on that point.

If riflegear sells it in california, which it does, it's probably already pinned and welded.

Just order the California legal one from riflegear. It's already compliant with the oal requirement. Loyalarms in Folsom charges $50 OTD, including the DROS, given that you will already ha e paid sales tax to riflegear

Again: Riflegear sells a California-legal CMR-30 that you do not have to do further modification on to make compliant. They ship for free to any FFL. You will pay the list price plus tax. Ship it to an FFL in the Sac area, such as loyalarms, which has experience in transfers. They will then transfer it to you for their transfer fee ($25 for loyalarms) and DROS ($25). You will come in, pay that fee, do DROS, and pick it up 168 hours later.
