I dont think that exactly happens. I know so many people who currently have houses in both states. Then end up getting a license in their weekend house state. Their licenses work in both states currently and never have issues. I know its illegal, and they are aware. They even get speeding tickets in both states using 2 different licenses depending on what state they are in and nothing ever happens.
This is the reason why the real ID is coming into effect. So all 50 states can be linked together and track who has what and make people only have 1. Check the NHTSA website, they publish a guide for the states explaining how the information interchange is supposed to work to prevent the issue of duplicate licenses.
Also, refer to CVC section 15024 for California's adoption of the NHTSA compact and the requirement to surrender previously issued licenses from other states.If you build a man a fire, you'll keep him warm for the evening.
