In a nutshell,
1) You can only hold one Driver's License from any of the states at a time. You have to surrender your former state's license in order to get one in a different state. They'll typically punch a hole in it, return it to you, and electronically notify the prior state.
2) You can only hold one "Real ID" Card at a time.

Not sure if you're serious here. There are no exemptions for any of the above folks to hold multiple Driver's Licenses.
The issuance of Driver's Licenses is the subject of the Compact on the Issuance of Driver's Licenses which is administered by the NHTSA. Moved to Oregon and still kept my CA DL and then moved to AZ and still have my Oregon license. No one punched holes in any of them.NRA Lifer

It was a movement in the past where some people surmised the constitution gave them a right to travel w/o any type of state permission via a license.
Here is a link from real sovereign citizens who answer to no one and are above any law and decide if they will answer subpoenas or appear in court !

The normal practice is to hole punch it. Then Arizona does the electronic notification to California which invalidates your California license and annotates the record with the notation "surrendered to Arizona."
You may want to check with DMV to make sure they still consider your California license as being valid. From what you described, I don't believe that it would be. You could be in for an unpleasant surprise if you were to present that California license to an LEO. I encountered such situations a couple of times. When that happens, we keep the license and send it back to DMV (that piece of plastic that represent the license is the property of the state of California).If you build a man a fire, you'll keep him warm for the evening.
