      So you know without a doubt that it has less than lethal rounds in it. Pretty common to leave those guns unloaded and secured in the trunk.

        Nah, in SF "less than lethal" means water rifle, but the officers there gleefully refer to them as "squirt guns." Department policy allows officers to choose between self supplied urine rounds or mayonnaise "hot loads."

              Shotguns are always carried loaded, and probably have an electronic lock that holds it in
              place when ignition is off. It's common for hoodlums to drop stuff in the barrel, trash, crayons, etc. The first is smaller shotgun shells which may cause a barrel bulge or rupture. Should be checked at the beginning of shift, but maybe he suspected something and so unloaded to check it out.
