Yes that's a "less than lethal" shotgun. Probably loading up fin stabilized or "bean bag" rounds.

Yep... blaze orange shotgun. Wish I had one of those for pheasant hunting! I guess these guys use them for hipster-hunting.

Less lethal shotguns are carried unloaded. Second officer is suppose to be behind him verifiying that you’re loading bean bag rounds since they can also discharge lethal shotgun ammo.

My question is why was he loading an empty gun? Why wasn’t the non-lethal already loaded?
