Ammo sale PPT?

I have 465 rounds of .45 Winchester Mag that I want to sell to a private party, can I do this face to face with 2 different transactions as long as each one is less than 250 rounds per?

If not, and it has to go through a ammo licensed vendor, is there a MAXIMUM amount the vendor can charge for the transaction?

How to do an ammo transfer:
- Meet inside an FFL that you know,
- walk in and say hi to owner,
- tell him your meeting someone to transfer ammo
- put ammo on counter
- allow buyer to look inside the bag to verify contents
- collect the money from the buyer
- buyer picks up ammo
- say thank you to store owner and to buyer
- leave

Nice gesture for store owner:
- buy something with the ammo money while your there

^^^^ Smittty, spot on. Allow the gun store to make a few more dollars. I do the same with gun shops that *gladly* do PPTs - get a box of hollow points, shooting gloves, shoot-n-c, etc. It's just a $20 purchase but they appreciate the gesture and continue to be nice to the next guy.

BTW, Bay Area Gun Vault in Mt. View is one such shop. I never have to worry about being ignored or waiting two+ hours when doing a PPT. I appreciate it and thank them with words and my money.

Legally...

The transfer(s) must be done through an ammo vendor. [PC 30312(a)(2)]

You are limited to selling 500 rounds of ammunition during a 30 day period. [PC 30342]

If both parties of the transfer is present, then an ammo vendor can charge CA sales tax + $5 ammo transfer fee.
If the ammo is shipped and/or only one party of the transfer is present, then an ammo vendor can charge CA sales tax + $5 ammo transfer fee + up to the vendor to decide how much $$ storage fee.

Unlike firearm PPT, there is no CA laws/regulations that requires an ammo vendor to process an ammo PPT.

CA laws/regulations requires non-exempt persons to utilize an ammo vendor to transfer the ammo, but does not require an ammo vendor to process the transfer.

So, processing the ammo PPT, is dependent upon the whim of the ammo vendor.

So even on a PPT they collect a tax even if the seller had paid a tax the first time he/she bought the ammo...That appears to be double taxation on the same item, doesn’t the State only get one bite at the tax apple if the transaction is PP?

The ammo vendor is suppose to treat the ammo PPT as if the ammo is coming out of their inventory.
Which means they are suppose to collect sales tax on it.

If it's being done or being enforced is up in the air.
Since CA DOJ has not created any regulations on how to process an ammo PPT (they only created regulations on what fees the ammo vendor can charge for processing an ammo PPT and nothing on how to do it), which has caused ammo vendors to create their own policies on how to do it.
^This will change on 07-01-2019, when CA DROS for ammo will go into effect.

Operative word is "can".
They can charge sale tax on it, so don't be suprised if they do or don't.

I had 2 cases of shotgun ammo shipped to a store front FFL. They charged $5 and picked up the sales tax based on the invoice that was included with the ammo.

It's 500 or less within 30 days without needing a license; but still needs to go through an FFL and/or ammo vendor by PPT.

LOL stupidest law I've ever heard of. Meeting at a gas station, or inside an FFL won't stop any crimes or change anything other then making it a hassle.
