Yes, but many FFLs will look for any reason to avoid doing them. I’ve heard so many lame excuses to avoid processing PPTs that it’s hard to keep track of them anymore. The OPs story sounds like just another lame excuse by an FFL to avoid doing a PPT.

Sounds like it. And unless you can show a PC citation proving that you're legal, there's not really much you can say against the "I think it's illegal and I don't want to break the law" excuse.
