First off, sorry to hear about your relatives situation.
I don't have experience with what you are asking, but if he is purchasing a used firearm from a private party, there is no record of purchase price on the DROS form.
I can't believe that MediCal would deny benefits on the basis of exercising his second amendment rights. He could say that he paid fifty dollars for the gun, there's no record of price on a 4473 form.Comment

i have a buddy disabled and confined to a wheelchair - he's been on Medi-Cal for over 20 years and buys new and used firearms all the time

Answered in the OP. As I said, I have an answer; but, not knowing the system, I'm not 100% confident in it. He asked me as he knows I'm "into" guns. I'm asking here because someone might have more experience/expertise in this area.
Well... I suppose I could have asked something else, done an autobiographical post, or attempted to jump the shark right at the start. But, I figured this was interesting enough, the biography will come out over time, and you gotta wade in with the fishes to swim with the sharks so you'll know how far to jump.

I don't know, but I doubt, it's a PPT. However, I'd be surprised if it's much more than an hundred dollars, if that, plus DROS, give or take a couple of bucks. It's been my impression that he just doesn't have that much money. I remember a lot of macaroni & cheese, canned chili, and oatmeal at his age, when I didn't have much money either. My only concern would be a difference in rules for 'disabled' vs. 'income-based' or 'time in grade' (so to speak) or similar. As I've said, I'm not all that familiar with Medi-Cal. Like you, I'd be dubious about them tracking or attempting to track "every dime;" but, as alluded to in the OP, my sense is that his concern is more over throwing up a 'red flag' with the background check being involved.
I see you're located in NV. Is your buddy located in Nevada and on Medicaid or in California on Medi-Cal? Do the eligibility requirements vary slightly from State-to-State?Comment

HIPAA was part of the reason I came to the answer I'm comfortable with. I know Obama pushed something with the mental health aspects and Medicaid reporting; but, since he has no mental health issues, the question wouldn't be whether he was flagged (denied/delayed) in the background check because he's on Medi-Cal. The issue would be whether the DROS background check would cross reference with the State's Medi-Cal database and send up a red flag within the Medi-Cal system.Comment
