    PC 22810(e)(1)
No person shall purchase, possess, or use any tear gas weapon that expels a projectile, or that expels the tear gas by any method other than an aerosol spray, or that contains more than 2.5 ounces net weight of aerosol spray.
    Under CA laws...

The ingrediants of pepper balls is classified as "tear gas" [PC 17240(a)].

Tecnically both, a pepperball is considered a "tear gas weapon" [PC 17250(a)] and the launcher is considered a "tear gas weapon" [PC 17250(b)]

Since, the launcher expells the pepperballs, it is not CA legal for non-exempt persons. [PC 22810(e)(1)]

    Penal Code 17240
    (a) As used in this part, “tear gas” applies to and includes any liquid, gaseous or solid substance intended to produce temporary physical discomfort or permanent injury through being vaporized or otherwise dispersed in the air.
    (b) Notwithstanding subdivision (a), “tear gas” does not apply to, and does not include, any substance registered as an economic poison as provided in Chapter 2 (commencing with Section 12751) of Division 7 of the Food and Agricultural Code, provided that the substance is not intended to be used to produce discomfort or injury to human beings.

    Penal Code 17250
As used in this part, “tear gas weapon” applies to and includes:
    (a) Any shell, cartridge, or bomb capable of being discharged or exploded, when the discharge or explosion will cause or permit the release or emission of tear gas.
    (b) Any revolver, pistol, fountain pen gun, billy, or other form of device, portable or fixed, intended for the projection or release of tear gas, except those regularly manufactured and sold for use with firearm ammunition.

They still sell the civilian version of the Taser.. it's called the Taser Pulse and C2. You can also get the X26c.. that's the civilian version of the police X26.

I think you're only thinking of the ammo with the pepper spray insert. But there is also the clear impact ammo that doesn't have any gas. Wouldn't that be legal to own?

There are no CA laws prohibiting the impact, paint, and training ammo.

FNH and FN USA policy is not to sell them to civilians.
So, they would need to be sourced from a third party vendor.

Using the impact ammo against human beings is considered assault with a deadly weapon.

As an aside, I was the first to deploy a pepper ball gun in the custody facility I worked at when they were new. A recalcitrant inmate refused to allow one of my deputies to handcuff him. The inmate was in his cell, which had an opening so he could put his hands out for cuffing.

The Lt. told me to deploy it and use it if he still refused. The inmate's eyes bulged when he saw it and asked me what it was. I told him it was a laser gun and that he didn't want me to use it. He immediately turned around and put his hands out of his cell so he could be handcuffed. He kept looking over his shoulder at me in fear while I assisted in escorting him to the clinic. Didn't have to use it.

Months later I did have to use it in a situation and it was very effective.

I live next to a nature preserve, so I have coyotes come into my yard on occasion. I figure this FN could be a non-lethal alternative to shooting them. I watched videos and the impact doesn't break the skin, but will leave a welt.

Then use a paintball gun , freeze the ammo first.
Slingshot would work , if your good enough .

Both would be as effective , and cheaper .
