Wait a second - thats really really stupid isnt it. There are many guns worth more than 200, so we can assume that:

1. Many were owned illegally and this was an 'out'
2. Many were used illegally and this was an 'out'
3. *Some* people owned them legally and decided to throw away extra money by not just selling it at a shop or online...

So... throwing out #3 for a second, we can also say that someone who owns a gun illegally (or doesnt know if they are legal) and chooses to turn it in probably isnt the kind of person who would have done something illegal with the gun anyway.

So the net effect of something like this is to take money from fools, take guns from people who probably are non-criminal (now) , and allow criminals who committed crimes with guns to get money for them and never have to think about the crime again.
