Not a tactical operator, but it is a logical place to put your hands of you want to be ready to clear your coat and get to the shoulder slung sub machine gun under your jacket.
They all have their hands in similar position if you look closely.Comment

He moved the thumb, and maybe the index finger ... but the movement is/looks mechanical.
Are the hands fake? Yes? ... No? - I don't know for certain, and I don't think we are supposed to know. Is that why the digits move as if mechanical ... anything is possible ... these guys are Secret Service. If they want mechanical hands that can be activated to move a thumb or index finger to adjust the coat ... I'm certain the SS can make that happen.
I know I would if I was in that position behind an international high risk subject ...
